|The Director of Clinical Programs develops, implements and manages clinical programs and services. This position is responsible for the supervision and mentoring of program staff. They are also responsible for motivating and developing team members to effectively lead the department and promote collaboration across the organization, with outside service providers and partners. Current client-facing programs include but are not limited to; Crisis Response and Case Management for Youth, TAY and Adults, Community Trainings (including the online CSEC Advocacy Course), Client Groups and Workshops. Additionally, this role will collaborate with the Foster Family Agency (FFA), to share resources and ensure there is a cohesive client and family support structure in place between all client-facing programs.
Position Status: Full-time/Exempt, 40 hours per week

Compensation: $95,000 – $110,000 annually DOE
Essential Job Duties and Responsibilities:
Programs + Services:
- Develop, implement and provide oversight of clinical programs to ensure ongoing programmatic effectiveness.
- Responsible for researching, planning, developing, and implementing new programs.
- Attract, develop, motivate, coach, and retain high-performance team members, empowering them to elevate their level of responsibility, and performance.
- Work with staff to develop systems and processes to ensure consistent, high-quality programs and project management.
- Provide leadership in the development of cross-departmental communication and cohesiveness, sustaining culture and supporting staff during organizational growth.
- Facilitate the development and implementation of data collection activities including the measurement and tracking of program(s) processes and outcomes.
- Ensure all required documentation is complete and submitted in an accurate and timely manner, in accordance with agency and regulatory requirements.
- Ensure the accuracy, substance, and timeliness of program monitoring, reports, schedules, and other relevant work products.
- Ensure agency programs and program records and other documentation are current and in compliance with local, state and federal laws and guidelines.
- Participate in the annual budget process and regularly monitor program finances to maintain a high level of fiscal responsibility.
- Maintain effective cross-functional communication with team members during all stages of program development to ensure systems and processes are properly applied.
- Participate in securing program funding by collaborating with the team to complete and submit grant proposals, government applications, and provide key facts to support any other submissions for funding opportunities.
- Assist county partners in curriculum development, facilitation, and piloting with clients.
- Provide resources and support regarding the online CSEC Advocacy course and any outside training opportunities.
- Participate in the planning and implementation of annual and quarterly staff events.
- Build and maintain relationships with partner organizations.
- Functions as the Saving Innocence liaison with county and community partners and represents the agency at county meetings.
- Ensure clarity and contract compliance with Contract Administrators.
- Participate in state and local CSEC Action Teams.
Team Management + Development:
- Provide direct supervision for the Assistant Director of Clinical Programs, Program Manager(s), Program Coordinator, and Clinical Supervisor and Trainer.
- Provide oversight and guidance for Case Managers, Survivor Advocates, Parent Advocates, Crisis Responders, and MSW Interns as needed, available 24-7 to problem-solve client crises with Case Managers and Survivor/Parent Advocates.
- Provides support regarding clinical questions and risk management.
- Develop and implement a system to evaluate the skill, experience, and professional development needs of program staff.
- Implement a professional development program to address and properly document employee experience and skill gaps.
- Instill a sense of accountability among team members by modeling quality first mindset for individual and organizational performance.
- Support recruiting, hiring, training and orientation of all program staff.
- Effectively identify and resolve staffing challenges and conflicts.
- Facilitate and lead regular program staff meetings and other collaborative team meetings.
- Oversee timecards and expenses, PTO requests, and provide approvals for supervisees.
- Conduct annual performance evaluations for supervisees.
Assessment + Evaluation:
- Works with the program staff to monitor the quality of service and program effectiveness through an annual evaluation and analysis of programs to create a detailed summary report for review. Data collected will be utilized and applied to the strategic plan outlining organizational long-term and short-term goals and objectives.
- Develop research programs to clearly communicate and utilize outcome measures by working with local universities on research about CSEC.
- Work with the leadership team to implement strategic and organizational planning initiatives while balancing program priorities with agency-wide priorities.
- Collaborate with other departments on decision-making responsibilities and initiating new goal-setting initiatives.
- Participate in the implementation and enforcement of agency policies.
- Ensure compliance with agency and funder policies and procedures.
- Participate and coordinate agency-wide projects within the leadership team.
- Update and review written materials released (i.e newsletter, social media, training) to the public to ensure that program information properly and accurately reflects the programs and services rendered.
- Creates, consults, and provides content with appropriate language for social media posts and communications for grants, partners, and other funders.
- Performs other duties as assigned.
- Master’s degree in Social Work (MSW), Licensure: Master Social Work (LCSW) required, or
- Master’s degree in a human services field, Licensure: Licensed Marriage and Family Therapist (LMFT) and 3 years of program experience, required.
- Minimum three (3) years of experience in clinical supervision and program management.
- Minimum three (3) years of experience working with clients in crisis.
- Minimum five (5) years of experience working with at-risk youth, commercially exploited children and adults or victims of sexual assault.
- Experience working with youth in foster care and collaborating with a Foster Family Agency to ensure a successful family joining process.
- Strong supervisory experience with a proven record of leading staff to achieve intended program and organizational outcomes.
- Show initiative in resolving issues/challenges proactively and identifying opportunities for improvement and accountability.
- Solid understanding of budgeting, resourcing, and performance evaluation procedures.
- Own a registered and insured vehicle with a valid California driver’s license.
- Completion of a TB test to ensure the safety and well-being of clients and staff.
- Ability to work evenings, weekends and holidays, as needed.
Preferred Knowledge, Abilities, + Skills:
- Excellent knowledge of standards (e.g. ISO) and regulations for the clinical field.
- Experience in, and understanding of, county agencies such as law enforcement, DCFS, and the Probation Department.
- Experience with legal, medical, housing, educational, employment, and social service agencies and resources in the community which may be of use to clients.
- Knowledge of clinical assessment techniques and evidence-informed practice guidelines.
- Knowledge of principles, methods, and practices of effective supervision.
- Knowledge of quality assurance and outcome measurements, data collection methods, and evaluation concepts.
- Knowledge of contract administration and grant funding.
- Knowledge of Quality Improvement disciplines and experience with process improvement tools, including but limited to, computer applications.
- Must have excellent organizational and time management skills. Ability to manage and prioritize various and differing projects, as well as work effectively toward numerous deadlines.
- Must be able to build strong relationships with all levels of individuals within various agencies, internal staff, advocates, community partners, and other stakeholders.
- Maintain a working knowledge of domestic violence, sexual assault, trafficking, and child abuse laws and reporting responsibilities and file abuse reports, as needed.
